I just bought a piece of a player in the main WSOP event.

He requested info for reporting taxable winnings should he finish in the money.

Question is: What reporting/tax payment obligation do I have as a non-resident non-U.S. citizen? Do they withhold tax from winnings to foreigners in Las Vegas, and if so over what $ threshold and what percent?

Depends on the country. Some have treaty agreements (such as England) where you are responsible for reporting yourself, some do not (such as Canada) and the casino will withhold money from your winnings.
The threshold is set at $1200 or more.
